BACKGROUND
Indian River County Department of Utility Services (IRCDUS) owns and operates the Central Regional Wastewater Treatment Facility (CRWWTF), which has a four (4) million gallons per day (MGD) annual average permitted capacity. The existing sludge holding tank at the CRWWTF was originally built in 1994 and was reconfigured as part of the Central Wastewater Treatment Facility Sludge Handling Facility Modifications Project in 2012 when the original odor control facility was demolished.
With current and proposed residential development on adjacent land to the CRWWTF, staff became increasingly concerned with odors produced by the sludge holding tank portion of the treatment process and determined that the concerns should be addressed before issues arise with neighboring residents.
On December 6, 2022, the Indian River Board of County Commissioners (BCC) approved Work Order No. 8 (WO 8) to Atkins North America, Inc. (Atkins) pursuant to Continuing Consulting Engineering Services Agreement for Professional Services dated April 17, 2018, to provide technical services for the Central Wastewater Treatment Facility Odor Control project, IRCDUS Project ID: 22.22.513.
Atkins’ services under WO 8 (2018) included design and bid phase services in the amount of $129,149.00. Atkins completed the final design of the new odor control system in 2023. IRCDUS then placed the project on hold and did not move to the bid phase due to projected budget constrictions. At that stage, the total expended for WO 8 was $121,732.5...
