BACKGROUND
On behalf of the Emergency Services District, RFP 2025010 was issued to solicit services of a physician to serve as Medical Director for Emergency Medical Services (EMS). This physician collaborates with and serves as an expert advisor and consultant to Indian River County Fire Rescue (IRCFR) on issues and questions regarding the medical content of the department. The Medical Director reports to the office of the Fire Chief, and serves many key functions, such as the liaison between IRCFR and the local medical community, and a collaborator and approver the department's EMS protocols and practices. The current medical director, Dr. Roger J. Nicosia, Jr., M.D. (Dr. Nicosia) has been serving the District since 1989, with the current contract term expiring on June 17, 2025. While the District has been satisfied with Dr. Nicosia's services, they felt it appropriate to solicit proposals to ensure IRCFR is providing the best possible medical care and receiving the best medical guidance.
ANALYSIS
Three proposals were received by the February 12, 2025 deadline, including Dr. Nicosia, as part of the Treasure Coast Emergency Services, LLC proposal. A selection committee, comprised of Deputy Chief Sean Gibbons, Assistant Chief Steve Greer, Captain Tyler Logsdon, Lieutenant Chris Hinson and Sergeant Marcus Robinson independently reviewed and scored the proposals, based on the criteria established in the RFP, with price valued at 25 percent of the scores. The committee requested interviews with the three proposers, and subsequently developed a final ranking of providers.
