BACKGROUND
A bid opening for Bid No. 2025025 for Indian River Boulevard Bike & Pedestrian Improvements (4th Street - 17th Street) was held on April 30, 2025. The proposed improvements will include milling and resurfacing, widening of the shoulder to guarantee a minimum 6-foot-wide buffered bike lane along the major North/South corridor, ADA sidewalk return improvements, drainage improvements, and interconnect improvements for hardening and resiliency.
As summarized below, four (4) responsive bids were received and opened during a public meeting. A detailed bid tabulation is on file and available for viewing in the Public Works Engineering Division. Bid totals are as follows:

ANALYSIS
Timothy Rose Contracting, Inc. is considered to be the lowest, responsive, responsible bidder for the project with a bid totaling $10,826,000.00, which is $2,789,493.00 or 34.7% above the Engineers Cost Estimate of $8,036,507.00. Timothy Rose Contracting, Inc. has completed various projects for the County in a satisfactory manner. FDOT has provided concurrence for this as well.
