SUBJECT: Approval of the Collective Bargaining Agreement between Indian River County Emergency Services District and Indian River County Firefighters/Paramedics Association, Local 2201, IAFF for Battalion Chiefs effective October 1, 2024 through September 30, 2025

BACKGROUND
The Indian River County Battalion Chiefs petitioned the Florida Public Employee Relations Commission (PERC) to be represented by the International Association of Firefighters, Local 2201. An election was held and the bargaining unit was certified on May 21, 2024. Following certification of the bargaining unit, the Battalion Chiefs continued to receive pay and benefits under the same terms and conditions of their employment in accordance with County policy until an agreement could be reached concerning the first collective bargaining agreement. The parties have reached a tentative agreement and the Battalion Chiefs have voted and approved this agreement. The agreement is being presented to the Board of County Commissioners for ratification.

ANALYSIS
A summary of the key provisions of the agreement above what is currently provided to the bargaining unit members are:

o Provides for grievance and arbitration procedures for demotion or termination of employment.
o Provides for a 4% retroactive wage adjustment to October 4, 2024.
o Provides for a regularly scheduled paid day off every three weeks (RDO).
o Provides for Honor Guard incentive of $25.00 biweekly.

All other terms and conditions of employment remain unchanged. The total cost for salaries and benefits for the 4% retroactive wage adjustment is $65,507.46.
