SUBJECT: Approval of Renewal for a Class “A” Certificate of Public Convenience and Necessity for Indian River Shores Public Safety Department to Provide BLS/ALS Emergency Medical Services

BACKGROUND
This certificate is necessary in order to comply with Indian River Code of Laws and Ordinances as specified in Chapter 304. The certificate was approved for a period of two (2) years and will expire April 15, 2026.

The Indian River County Code provides for routine renewal of the EMS Certificate of Public Convenience and Necessity on an application by the certificate holder. This can be accomplished without a public hearing if the Board has no reason to believe that the public health, safety, and welfare require it. Staff submits that there is no reason to hold a public hearing and absent that requirement, the Board is requested to renew the certificate.
An application for the renewal of the Class “A” Certificate of Public Convenience and Necessity has been submitted by Indian River Shores Public Safety Department. Staff have reviewed the application, and no reasons are known or perceived that would require a public hearing pursuant to the established ordinance.
