SUBJECT: Approval of Work Order No. 26 - Kimley-Horn & Associates, Inc. Aviation Boulevard Extension (33rd Street to 36th Street) (IRC-1761)

BACKGROUND
The Aviation Boulevard Extension project is identified in the 2024 MPO Prioritized Needs List and the Updated 2030 Long Range Transportation Plan (LRTP). Based on current traffic volumes and projected growth, the Indian River County Metropolitan Planning Organization (MPO) has recognized the need to extend Aviation Boulevard east of U.S. Highway 1 to 41st Street within the 2045 LRTP.
Currently, 37th Street operates at 66 and 75% of bidirectional capacity, while U.S. 1 operates at 61 and 74% of bidirectional capacity. The proposed extension is expected to relieve congestion by providing a more direct northern and eastern connection to the hospital and surrounding medical offices.
On November 18th, 2025, the Board of County Commissioners was provided the Corridor Study / S.C.A.L.E. Report outlining the proposed alignment.
ANALYSIS
The Florida Department of Transportation has commenced design and anticipates funding construction of the Aviation Boulevard / US Highway 1 intersection along with an extension to 33rd Street, tentatively programmed in FY 2031/2032.
This project proposes to extend Aviation Boulevard east of US Highway 1, connecting at 33rd Street, to provide an alternative mobility connection to Cleveland Clinic Indian River Hospital. Currently, primary access to the hospital area is obtained from 37th Street, located between U.S. Highway 1 and Indian River Boulevard.
