SUBJECT:                                          Waiver of Bid Requirement for Lakeside Raptor Septage Receiving Unit

BACKGROUND

The Department of Utility Services operates a Residual Dewatering Facility, which accepts sludge from wastewater treatment and septic systems, and screens and removes grit from it, prior to disposal of the sludge at the adjacent landfill. Treatment at the facility is accomplished by a plant designed and manufactured by Lakeside Equipment Corporation, which was installed in March of 2010. 

 

ANALYSIS

The existing Lakeside Raptor complete plant was installed in March of 2010, as original equipment, and is anticipated for replacement in the current budget. Staff proposes to acquire a direct replacement of the existing plant at the facility, therefore no site modifications to mounting system or electrical supply will be necessary. The lead time for the plant is currently 38 weeks, and total cost for the new plant is $520,650.

 

BUDGETARY IMPACT

Expenses, in the amount of $520,650 for this project will be made available via budget amendment to the Utilities/Sludge/Utility Renewal and Replacement/RDF Headworks Raptor Units account, (47125736-044699-26508) in the Utilites operating fund.  The Utilities operating fund budget is derived from water and sewer revenues.

Staff recommends the Board waive the requirement for bids and authorize the Procurement Division to issue a Purchase Order for the plant.
