SUBJECT: Approval of Extension to Memorandum of Understanding between Humane Society of Vero Beach & Indian River County Florida Inc., and the Indian River County Board of County Commissioners

BACKGROUND
On January 12, 2021 the Board of County Commissioners entered into a Memorandum of Understanding (MOU) with the Humane Society of Vero Beach & Indian River County Florida Inc., to provide animal shelter services, which commenced on May 1, 2021. The parties have extended the MOU for a fourth time, which now expires on November 30, 2025. At this time, both parties wish to extend the current MOU for an additional twelve (12) months, with a new expiration date of November 30, 2026 and with an increased compensation from $49,917.00 per month, or $599,004.00 annually, to $51,913.68 per month, or $622,964.16 annually, which is an increase of $1,996.68 per month, or $23,960.16 annually. This is an overall increase of 4%.
Although the contract is an annual contract, provisions do exist to terminate the contract within 90 days for when the Animal Services division is established. Thus, it is estimated that the Humane Society agreement will only be utilized for six months, which is a total of $311,482.08.
BUDGETARY IMPACT
Funds, in the amount of $311,482.08, are budgeted and available in General Fund/Agencies/Humane Society account, number 00111062-088310.
