SUBJECT: Amendment to Award for Annual Bid 2025002 for Sulfuric Acid

BACKGROUND
Bid 2025002 was awarded to Shrieve Chemical Company, LLC (Shrieve), on September 10, 2024, to furnish and deliver sulfuric acid used to treat water before it is fed into the nanofiltration membranes at the County’s water treatment plants. The term of the initial award is October 1, 2024, through September 30, 2025, with the option for two additional one-year renewals.

ANALYSIS
Shreive has requested a one-time adjustment to price, as the per liquid ton price for sulfur has more than doubled since the time of bid, they believe as an indirect result of tariffs, since sulfur is transported to the U.S. from Europe and the Middle East.

Staff believes the requested adjustment is warranted, but proposes to institute a standing adjustment to the price every three months, whether an increase or decrease, based on the Fertilizer Pricing Index, Tampa market price, as was approved by the Board for the prior bid. Shreive has agreed to this modification. This will protect the County in event prices drop off the anticipated two years remaining on the agreement, and eliminate the need for additional approvals by the Board, in the event prices increase further.

A change equal to 1/3 of the Fertilizer Pricing Index Tampa market price change will be made (as one ton of liquid sulfur is used to produce three tons of sulfuric acid).

Shreive’s initial request for modification is only based on the index change from January to April ($0.27/gallon), rather than the more significant change from time of bid to April ($0.39/gallon).
