SUBJECT:                                          Second Amendment to Water, Wastewater, and Reclaimed Water Franchise Agreement Between the City of Fellsmere and Indian River County

__________________________________________________________________

BACKGROUND

The County and the City of Fellsmere entered into a franchise agreement in 2018 for the County to provide water, wastewater and reclaimed water utility services within portions of the corporate limits of Fellsmere in which it is more beneficial for the County to serve. The agreement was amended in 2019 to include more properties, allowing the services to businesses along State Road 512. Currently, the County is constructing Fire Station 7 along 512 and another amendment is needed to allow service to the site. The City has reviewed and approved this Second Amendment.

ANALYSIS

This amendment is necessary to provide service to our soon to be completed Fire Station 7, which will expand Indian River County Fire Rescue’s ability to serve North County.
