SUBJECT: Release of Retainage to Ceres Environmental Services, Inc. for Hurricane Milton Debris Removal

BACKGROUND
Hurricane Milton made landfall on October 9, 2024, as a Category 3 storm. On October 21, 2024, based on the debris that had accumulated due to the storm and tornadoes associated with the storm, the Board of County Commissioners approved mobilizing Ceres Environmental Services, Inc. for emergency debris removal and disposal.

ANALYSIS
Hurricane Milton debris removal has been completed and Ceres Environmental Services, Inc. has been paid $936,862.68 to date for removal and disposal of 65,973.09 cubic yard of vegetative debris.

BUDGETARY IMPACT
Ceres Environmental Services, Inc. has submitted Invoice No. C4156_RET dated April 11, 2025, in the amount of $92,263.02 for release of all withheld retainage. The breakdown of accounts for payment of the retainage is as follows:

General Fund/Retainage/Hurricane Milton - Retainage-Ceres Environmental 001-206000-25001 for $15,245.28
SWDD/Retainage/Hurricane Milton - Retainage-Ceres Environmental 411-206000-25001 for $77,017.74

PREVIOUS BOARD ACTIONS
On April 21, 2020, the Board of County Commissioners awarded the Agreement for Disaster Debris Management Services to Ceres Environmental Services, Inc. and on April 21, 2024, approved a two-year renewal to the agreement.
