SUBJECT: IRC Landfill Work Order No. 2 to Geosyntec for Partial Closure Design and Landfill Gas System Evaluation

BACKGROUND
The Florida Department of Environmental Protection (FDEP) permit for the Indian River County (IRC) Class 1 landfill requires closure of areas of the permitted landfill that reach final elevation. This is to reduce odors, capture landfill gas and reduce the production of leachate into the landfill.
The Solid Waste Disposal District (SWDD) staff is requesting authorization for Geosyntec Consultants, Inc. (Geosyntec) to provide design services for the partial (north face) and temporary (south face) closure of Segment 3 Cell 1 and Cell 2 at the IRC Class I Landfill as well as an evaluation and optimization of the Gas Collection and Control System (GCCS).
ANALYSIS
Geosyntec has prepared IRC Landfill Work Order No. 2, provided in Attachment 1, for engineering services detailing the scope of work, budget, and schedule for each of the tasks. The fees to be paid by SWDD for the execution of this work authorization are in accordance with the Continuing Contract Agreement for Engineering Consulting Services dated April 4, 2023. The phases and their estimated fees are listed below.
