SUBJECT: Award of Annual Bid 2025038 for Right-of-Way Mowing

BACKGROUND
On behalf of the Road and Bridge Division, annual bids were requested for contractors to perform mowing in 11 roadway right-of-way sections. The most recent agreements for this work expired on March 18, 2025, and the terms were not renewed so that a new bid could be issued with the segments to be mowed divided to smaller portions to enhance the execution of the work and award to multiple qualified vendors. The recommended term of award is one year, with the option of two one-year renewals.

The invitation to bid noted that each section will be awarded in its entirety, with Contractors eligible to be awarded one or more sections. The bid documents also provided that the County reserves the right to award the work in a manner that is in its best interest. Therefore, the department reviewed the bids and proposed distribution of the work among four of the five contractors. The bidder not recommended for award submitted pricing substantially higher than any other contractor for each section. The recommendation is summarized in the table below. Staff believes Brightview and Clear Zone to have lower availability to execute the work, but Kerner and Jeffrey Hogues have proven capacity to satisfactorily execute several sections.

Recommended Action
Staff recommends the Board award bid 2025038 for Annual Right of Way Mowing by section to the contractors designated, and authorize the Procurement Manager to renew the award for two additional one-year periods, subject to satisfactory performance, vendor acceptance, and the determination that renewal of this annual bid is in the best interest of Indian River County.
