SUBJECT:                                          Request from HCA Florida Lawnwood Hospital for a renewal of their Class “B” Certificate of Public Convenience and Necessity to Provide Non-Emergency Ambulance Inter-Facility Transports Originating from Indian River County

BACKGROUND

On September 26, 2023, the Indian River County Board of County Commissioners approved a Class “B” Certificate of Public Convenience and Necessity to provide BLS/ALS Non-Emergency Interfacility and Wheelchair Ambulance Transportation Services by HCA Florida Lawnwood Hospital  originating within Indian River County. This certificate was necessary in order to comply with Indian River Code of Laws and Ordinances as specified in Chapter 304. The certificate was approved for a period of two (2) years and will expire on September 27, 2025.

 

The Indian River County Code provides for routine renewal of the Certificate of Public Convenience and Necessity on an application by the certificate holder. This can be accomplished without a public hearing if the Board has no reason to believe that the public health, safety, and welfare require it. Staff submits that there is no reason to hold a public hearing and absent that requirement, the Board is requested to renew the certificate.

 

An application for the renewal of the Class “B” certificate has been submitted by HCA Florida Lawnwood Hospital. Staff has reviewed the application and no reasons are known or perceived that would require a public hearing pursuant to the established ordinance.

 

BUDGETARY IMPACT

There are no funding requirements for this item.

On September 26, 2023, the Indian River County Board of County Commissioners approved a Class “B” Certificate of Public Convenience and Necessity to provide BLS/ALS Non-Emergency Interfacility and Wheelchair Ambulance Transportation Services by HCA Florida Lawnwood Hospital originating within Indian River County.

 

POTENTIAL FUTURE BOARD ACTIONS

HCA Florida Lawnwood may request their application to be renewed in two years.

Recommended Action

Staff recommends that the Board of County Commissioners approve the Class “B” Certificate Renewal to HCA Florida Lawnwood Hospital to be effective for a period of two (2) years from September 27, 2025 to September 26, 2027.
