SUBJECT:                                          Amendment No. 1 to Agreement for Landfill Gas Wellfield Expansion Project

BACKGROUND

The Indian River County Solid Waste Disposal District (SWDD) and Nopetro Eco District, LLC (NED) have a landfill gas agreement wherein landfill gas generated at the Indian River County Landfill is routed to the NED Renewable Natural Gas Plant which requires both parties to work together for the expansion of the landfill gas collection system.

 

On November 14, 2025, a notice to proceed was issued to SCS Field Services for Phase 1 Landfill Gas Wellfield Expansion project to install nine (9) vertical wells in Segment 3 Cell 1 and Cell 2 at the Indian River County Landfill under the authority of the County Administrator as the total project cost was $198,930.20. The NED also issued their own purchase order to SCS Field Services for $77,319.80 to cover mobilization costs for the well driller and the cost for one (1) additional vertical well. SWDD and NED wish to proceed with Phase 2 and Phase 3 work by the Contractor to equip all 1o wells and connect them to the existing system to maximize the quantity of landfill gas.

 

ANALYSIS

The purpose of this agenda is to authorize Amendment No. 1 to SCS Field Services in accordance with their proposal dated November 10, 2025.

 

Phase 2:                     Labor, Equipment, Materials to install new vertical wellheads and dewatering pumps at a cost of $91,500.

Phase 3:                     Labor, Equipment, Materials to install new vacuum lateral, air and forcemain piping at a cost of $325,000.

In addition to the above, a $5,000 cost for a construction bond has been included in the proposal. The total Amendment No. 1 cost is $421,500 bringing the total SWDD wellfield expansion project cost to $620,430.20.

 

BUDGETARY IMPACT

The LFG wellfield expansion is considered a “closure activity,” and, as such, is funded from an escrow account long established per Florida Department of Environmental Protection (FDEP) requirements, which has the funds available in the SWDD/Accrued Closure - I, II & Infill, account number 411-239006, for $421,500.

 

POTENTIAL FUTURE BOARD ACTIONS

Additional wellfield expansion to coincide with landfill cell development.

STAFF RECOMMENDATION

Recommended Action

Staff recommends the Board waive bid requirements and approve the attached Amendment No. 1 to landfill gas wellfield expansion agreement to SCS Field Services in the amount of $421,500 and authorize the Chairman to execute it after review and approval by the County Attorney as to form and legal sufficiency. Staff also recommends the Board authorize the County Administrator to approve contingency funds to cover change orders to the agreement that may be necessary, including increases in price, up to a total project cost of $700,000, to prevent delays in work.
