SUBJECT:                                          Indian River County Everside Health Center - Assignment and First Amendment to the Everside Client Agreement

BACKGROUND

On February 21, 2023, the Indian River County Board of County Commissioners approved a five (5) year agreement with Everside Health and authorized staff to proceed with implementation of the Indian River County Everside Health Center. 

 

On October 30, 2023, the Indian River County Health Center opened and began serving eligible employees, retirees and dependents over 2 years of age of the Indian River County BOCC, Sheriff’s Office, Clerk of Court, Tax Collector, Property Appraiser and Supervisor of Elections.  

 

                     Location:  960 37th Place, Suite 101, Vero Beach, FL  32960

                     Clinic Staff:  2 Nurse Practitioners and 2 Medical Assistants

                     Operating Hours:  55 hours per week

                     Monday - Friday                      7:00 am - 6 pm

                     Saturday - Sunday                     Closed

                     

The services offered in the Indian River County Health Center include:

 

                     Preventive care: biometric screening, preventive screening and counseling, physical exams, wellness exams

                     Lifestyle and disease management: health education and promotion, chronic condition coaching

                     Chronic care counseling: cardiac, cancer, diabetes, depression, musculoskeletal

                     Acute or personal care: ear, nose and throat conditions, respiratory infections, gastrointestinal disorders, sprains and strains, urinary problems, rashes and lesions

                     Ancillary services: immunizations, vaccinations, lab draw and handling, pharmaceutical dispensing, and limited occupational health

                     Radiology referral:  Marathon is negotiating a new agreement for radiology services

                     Coordination with other County offered programs: SurgeryPlus, CanaRx, Employee Assistance Program

 

In 2025, Everside Health merged with Marathon Health and the Health Center is now operated by Marathon.  Human Resources coordinates with Marathon to ensure that the health center is functioning properly and that eligible employees and dependents have access to high quality care.

 

As of January 2026, the Indian River County Everside Health Center has 964 actively engaged patients and is averaging 35 new patients each month.   Feedback from our employees identified that an opportunity for improvement existed due to calls to the health center that were not answered.  Employees expressed frustration at having to leave a message and the time it took to receive a call back.    Human Resources reviewed these concerns with Marathon and they agreed to provide Patient Call Center Support for our health center.  The typical fee for this service is valued at $11,606; however, Marathon has waived this fee.

 

The attached Assignment and First Amendment to the Client Agreement acknowledges the assignment of the Agreement by Everside to Marathon and includes language regarding the addition of the Patient Support Call Center at no additional cost.

 

BUDGETARY IMPACT

There is no cost for this amendment.

Staff respectfully request the Board of County Commissioners approve the Assignment and First Amendment to our Everside Client Agreement and authorize the Chairman to execute the amendment after review by the County Attorney for legal sufficiency.
