BACKGROUND
Indian River County Department of Utility Services (IRCDUS) owns and operates the Central Regional Wastewater Treatment Facility (CRWWTF), which has a four (4) million gallons per day (MGD) annual average permitted capacity. The existing sludge holding tank at the CRWWTF was originally built in 1994 and was reconfigured as part of the Central Wastewater Treatment Facility Sludge Handling Facility Modifications Project in 2012 when the original odor control facility was demolished.
With current and proposed residential development on adjacent land to the CRWWTF, staff became increasingly concerned with odors produced by the sludge holding tank portion of the treatment process and determined that the concerns should be addressed before issues arise with neighboring residents.
On December 6, 2022, the Indian River Board of County Commissioners (BCC) approved Work Order No. 8 (WO 8) to Atkins North America, Inc. (Atkins) pursuant to Continuing Consulting Engineering Services Agreement for Professional Services dated April 17, 2018, to provide technical services for the Central Wastewater Treatment Facility Odor Control project, IRCDUS Project ID: 22.22.513.
Atkins’ services under WO 8 (2018) included design and bid phase services in the amount of $129,149.00. Atkins completed the final design of the new odor control system in 2023. IRCDUS then placed the project on hold and did not move to the bid phase due to projected budget constrictions. At that stage, the total expended for WO 8 was $121,732.58.
Staff now plan to resume the odor control project and requested Atkins to prepare WO 9, pursuant to Continuing Contract Agreement, dated May 2, 2023, to provide updates to the design documents, permitting support, and construction services for the project. The proposed amount for WO 9 (2023) is $279,650.00.
ANALYSIS
Staff desire to move forward with Atkins WO 9 (2023). The original WO 8 (2018) will be closed, leaving an unused balance of $7,416.42. Further, a budget amount of $1,659,317.00 for this project is included in the approved Fiscal Year 2024/2025 Potable Water and Sanitary Sewer Capital Improvements Sub-Elements (CIE) of the Indian River County 2030 Comprehensive Plan.
BUDGETARY IMPACT
Expenses, in the amount of $279,650.00, for this project will be recorded in the Utilities/WIP/CWWTF Odor Control Construction account, number 471-169000-22513. Since this is an operating capital project, the funds will come from fund balance. Operating funds are derived from water and sewer sales.

STAFF RECOMMENDATION
Recommended Action
Staff recommends that the Indian River County Board of County Commissioners approve Work Order No. 9 for Atkins North America, Inc. (Atkins) for the Central Wastewater Treatment Facility Odor Control project for the amount of $279,650.00, and authorize the Chair to execute the same. So long as there are no changes in the dollar amount under the work order and upon adequate completion of the services set forth in the work order, staff is directed to make final payment to Atkins.
