SUBJECT: Approval of Work Order No. 26 - Kimley-Horn & Associates, Inc. Aviation Boulevard Extension (33rd Street to 36th Street) (IRC-1761)

BACKGROUND
The Aviation Boulevard Extension project is identified in the 2024 MPO Prioritized Needs List and the Updated 2030 Long Range Transportation Plan (LRTP). Based on current traffic volumes and projected growth, the Indian River County Metropolitan Planning Organization (MPO) has recognized the need to extend Aviation Boulevard east of U.S. Highway 1 to 41st Street within the 2045 LRTP.
Currently, 37th Street operates at 66 and 75% of bidirectional capacity, while U.S. 1 operates at 61 and 74% of bidirectional capacity. The proposed extension is expected to relieve congestion by providing a more direct northern and eastern connection to the hospital and surrounding medical offices.
On November 18th, 2025, the Board of County Commissioners was provided the Corridor Study / S.C.A.L.E. Report outlining the proposed alignment.
ANALYSIS
The Florida Department of Transportation has commenced design and anticipates funding construction of the Aviation Boulevard / US Highway 1 intersection along with an extension to 33rd Street, tentatively programmed in FY 2031/2032.
This project proposes to extend Aviation Boulevard east of US Highway 1, connecting at 33rd Street, to provide an alternative mobility connection to Cleveland Clinic Indian River Hospital. Currently, primary access to the hospital area is obtained from 37th Street, located between U.S. Highway 1 and Indian River Boulevard.
The proposed extension will consist of a two-lane roadway with buffered bike lanes and pedestrian facilities along both sides of the corridor. The design will be consistent with the Preferred Alignment identified in the Aviation Boulevard Extension Alternative Alignment Study that was presented to the BOCC on November 18, 2025.
The typical section from 33rd Street to 36th Street will include a right-of-way width that varying between 90 and 122 feet. The roadway sections will include the following elements:
• Urban section (curb & gutter)
• Rural section (roadside swales)
• Two travel lanes
• 7-foot wide paved outside shoulders (buffered bike lanes)
• 6-foot wide concrete sidewalks located along both sides of the corridor
The purpose of Work Order No. 26 is to provide survey, geotechnical investigation, roadway & drainage design, permitting services, right-of-way acquisition support and cure plans for the proposed roadway for a total lump sum amount of $420,395.
BUDGETARY IMPACT
Funds, in the amount of $420,395, will be budgeted and available in the Traffic Impact Fund/District II Road Improvements/Aviation Ext-US1 to 37th & 41st account, number 10415241-066510-22010 upon completion of the Fiscal Year 2024/2025 rollover budget amendment.
PREVIOUS BOARD ACTIONS
• On May 2, 2023, the Board of County Commissioners approved the Continuing Consulting Engineering Service Agreement for Professional Services with Kimley-Horn and Associates, Inc.
• On November 18, 2025, The Aviation Boulevard Extension Alternative Alignment Study that was presented to the BOCC.
POTENTIAL FUTURE BOARD ACTIONS
Upon completion of design and engineering, the amount of right-of-way acquisition required will be determined and presented to the Board for approval and purchase authorization.

Recommended Action
Staff recommends approval of Work Order No. 26 to Kimley-Horn and Associates, Inc., authorizing the professional services as outlined in the Scope of Services and requests the Board authorize the Chairman to execute Work Order No. 26 on their behalf for a lump sum amount of $420,395.
