SUBJECT:                                          Approval of Work Order No. 25 - Kimley-Horn and Associates, Inc.  43rd Avenue Pedestrian and Bicycle Access Improvements from 6th Street to 12th Street (IRC-1904)

BACKGROUND

In March of 2018, the Indian River County Public Works Department applied to the Florida Department of Transportation (FDOT) for Small County Outreach Program (SCOP) grant funding to make roadway and pedestrian improvements 43rd Avenue between 6th Street and 12th Street. Staff determined that this section of roadway lacked adequate interconnected pedestrian and bicycle facilities. The proposed design will include milling and resurfacing, 6-foot sidewalks and 6-foot paved bike lanes along both sides of 43rd Avenue between 6th Street and 12th Street. This section is approximately 4,000 linear feet and connects the pedestrian and bike lane facilities currently under construction with the 43rd Avenue between 12th Street and 18th Street project . FDOT awarded the County the SCOP grant in the amount of $2,400,000 to support this project.

 

ANALYSIS

The purpose of Work Order No. 25 to Kimley-Horn & Associates, Inc. is to provide survey, geotechnical investigation, sidewalk, drainage and roadway design, and permitting services for the proposed roadway & pedestrian improvements to be made to the 43rd Avenue between 12th Street and 18th Street. The design plans are necessary to meet FDOT’s project schedule and help ensure that SCOP grant funds are obtainable to pay for a portion of the construction.   

Work Order No. 25  is for a total lump sum amount of $278,568. Subconsultants listed in the work order have been verified by the Procurement Division.

 

BUDGETARY IMPACT

Funds, in the amount of $278,568, will be budgeted and available in the Optional Sales Tax Fund/Roads and Bridges/43rd Ave Peds & Bike Imp 6th - 12th account, number 31521441-066510-25005 upon completion of the Fiscal Year 2024/2025 rollover budget amendment.

 

PREVIOUS BOARD ACTIONS

On May 2, 2023, the Board of County Commissioners approved the Continuing Consulting Engineering Service Agreement for Professional Services with Kimley-Horn and Associates, Inc.

STAFF RECOMMENDATION

Recommended Action

Staff recommends approval of Work Order No. 25 to Kimley-Horn and Associates, Inc., authorizing the professional services as outlined in the Scope of Services and requests the Board authorize the Chairman to execute Work Order No. 25 on their behalf for a lump sum amount of $278,568.
