BACKGROUND
On January 9, 2018, the Board of County Commissioners (BCC) approved a contract (RFQ#2018006) with APTIM Environmental & Infrastructure, LLC. (APTIM) for professional coastal engineering and biological support services related to the management and restoration of the Sector 3 project area. The Sector 3 project area is a 6.6 mile section of shoreline that extends from the Seaview Subdivision south past the Turtle Trail Beach Park. The Sector 3 project area is critically eroded and considered engineered shoreline. The Sector 3 project area suffered significant storm related losses to the beach and dune system from the impacts of Hurricanes Ian and Nicole during the 2022 hurricane season. These storm-related impacts created the need for the Sector 3 Hurricanes Ian and Nicole Dune Restoration Project (Sector 3 Project) to maintain protection to upland properties and infrastructure, while restoring habitat for wildlife.
On November 7, 2023, the BCC awarded Bid No. 2024004 to Dickerson Infrastructure, Inc. dba Dickerson Florida, Inc. for the Sector 3 Project. The project started construction on December 1, 2023 and was substantially completed on April 10, 2024. The project consisted of a dune restoration project that placed approximately 223,040 cubic yards of beach compatible sand fill and installed approximately 728,633 native dune plants along the shoreline in Indian River County from FDEP range monuments R20 to R55.
Regulatory permits issued for the beach restoration activities identify post-construction environmental monitoring requirements to be performed on a set schedule for several years following completion of construction. These monitoring activities are evaluated to demonstrate compliance with permit conditions. For the Sector 3 Project, required post-construction monitoring includes nearshore hardbottom, escarpment, and sea turtle nest monitoring.
The proposed Work Order No. 2018006-23 in the amount of $466,466.72, includes three (3) separate tasks to provide professional services for permit-required post-construction environmental monitoring requirements for the Sector 3 Project, as follows:
- Task one (1) is for APTIM to perform a sidescan and swath sonar survey to map the landward edge of hardbottom, along approximately 7.3 miles of shoreline. Task 1 is not to exceed $22,221.40.
- Task two (2) is for APTIM to fulfill the FDEP-approved Biological Monitoring Plan (0285993-009-JC and 0285993-011-JN), which includes scientific divers monitoring thirty-eight (38) biological transects. Task 2 is not to exceed $160,651.47.
- Task three (3) is for APTIM to survey approximately 6.7 miles of shoreline for sea turtle nest monitoring during the 2026 nesting season and escarpment monitoring. Daily monitoring will occur for approximately 271 days. Task 3 is not to exceed $283,593.85.
Work Order No. 2018006-23 for permit-required environmental monitoring associated with the Sector 3 Hurricanes Ian and Nicole Dune Restoration Project is not to exceed $466,466.72.

Recommended Action
Staff recommends the BCC authorize Work Order No. 2018006-23 in the total lump sum amount of $466,466.72. Additionally, staff recommends the BCC authorize the Chairman to execute Work Order No. 2018006-23 after review and approval of the agreement by the County Attorney as to form and legal sufficiency.
